Australia Increases Foreign Student Visa Cap By 9%, Benefiting Indian Students

Australia will increase the number of enrollment places for international students by 9%, i.e, 295,000 places in the following year. According to the previous announcement, 270000 places were allotted for this year. This planned expansion is limited to a managed growth policy that promotes the international education industry while enforcing housing and infrastructural limits. This policy focuses on Southeast Asian students, thus supporting Australia’s priorities related to engagement in the greater region. 

The extra quota is for public universities, which may be granted additional spots if they demonstrate sufficient student housing and strong linkages to Southeast Asia. However, the regulations governing private and VET providers are more significant.

Even though the NPL cap was set at 270,000 by 2024–2025, only 234,040 offshore student visas were granted. There are categories in this number that are not subject to the cap.

There were almost 170,000 new student visas granted to higher education institutions, which is very close to their 176,000 places entitlement. However, the results of vocational education and training (VET) were quite poor, with only 11,572 visas granted out of 94,000 spots available.

The number of primary applicants issued with such VET visas was only 8,887. It is a sharp drop off from 38,415 in 2022/23 and 25,727 in 2018/19.

Distribution Of Enrolment

By 2025–2026, the proportion of allotted spots in the vocational and higher education sectors will be roughly equal, and public and private higher education institutions will share 196,750 new student spots. The remaining 98,250 NPL spots will be distributed over vocational training institutions.

The institutional constraints, as outlined by the Department of Education, point to the fact that there will be a maximum of a 9 per cent increase in the overall NPL spaces in the public universities. On the contrary, the private universities that run profitably will only be allowed to increase by 3%.
